For iOS devices you can simulate a slow network connection from the Developer Settings. It could be a problem with your modem or router Wi-Fi signal signal strength on your cable line devices on your network saturating your bandwidth or even a slow DNS server. The procedure is a little different.
After that click on enable and that should fix the problem.
If you click on that youll get a dropdown list of a pre-configured speeds that you can use to simulate a slow connection. Sometimes network connections are slow or completely fail resulting in the perception of a slow network. There is a downside however. Using a VPN can actually have a negative impact and slow down your overall network speed.
